Greensboro issued permits Oct. 9 for two apartment buildings with 270 units on Pembroke Road at Friendly Center, with a declared cost of $46.1 million.
The city of Greensboro has issued building permits for 270 apartments at Friendly Center. Both permits were issued Friday, Oct. 9, for two buildings on Pembroke Road.
The details come from the city’s building permit records, which the city publishes as open data.
What the permits cover
| Address | Permit | Units | Floor area | Declared cost |
|---|---|---|---|---|
| 703 Pembroke Road | 202607300 | 148 | 171,212 square feet | $25,295,035 |
| 705 Pembroke Road | 202607303 | 122 | 139,121 square feet | $20,851,312 |
| Total | 270 | 310,333 square feet | $46,146,347 |
Both are new-construction permits for apartment building shells. The records list:
- Contractor: New South Construction LLC, on both permits.
- Zoning: C-H, the city’s high-intensity commercial district.
- Applications filed: April 17, 2026. That is about six months before the permits were issued.
- Property owner: CBL-Friendly Center CMBS LLC.
The same owner appears on a 2023 city permit to demolish the Sears Auto Center at 3200 W. Friendly Ave., according to the same records.
A building permit is an approval to build. It is not a finished building, and the city records do not give a start date or an opening date.
Part of a busy fall for apartment permits
The Pembroke Road buildings are the largest of 10 apartment building permits the city has issued since Sept. 1, according to its permit records. Together they cover 575 units.
| Project or address | Issued | Units |
|---|---|---|
| 703 and 705 Pembroke Road | Oct. 9 | 270 |
| Brooks North Phase II: 3200 and 3201 Charlie June Way, 4001 Remington Lane | Sept. 11 | 144 |
| 827 and 829 Guilford College Road | Sept. 3 | 66 |
| The Renley Apartments, 800 W. Smith St. | Oct. 2 | 47 |
| 2001 Tivoli Lane | Sept. 17 | 24 |
| Aulora, 1028 S. Josephine Boyd St. | Oct. 7 | 24 |
The federal count shows the same trend. The U.S. Census Bureau’s Building Permits Survey says Greensboro authorized 426 housing units in August 2026. Only September 2025, with 455, was higher in the past year.
- 383 of those units were in seven buildings with five or more units each.
- 43 were single-family homes.
- The declared construction value was $91,735,701.
That was up from 386 units in July. In the five months from December 2025 through April 2026, the city authorized 371 units in total, according to the Census Bureau’s monthly place files.
The Census Bureau counts units authorized, not units started. Its figures come from the city’s own permit office, and the bureau revises them in its annual file.
